FEMA Announces Statewide Test of the Emergency Alert System in Six New England States

As part of FEMA’s mission to strengthen preparedness and resiliency, FEMA is working together with state, local, and tribal emergency managers and state broadcasters, to conduct a statewide test of the Emergency Alert System (EAS) in six New England states. The test, expected to last approximately one minute, is scheduled for Wednesday, September 16, 2015 at 2:20 p.m. EDT.
The test in Maine, New Hampshire, Vermont, Connecticut, Massachusetts, and Rhode Island will verify that participating radio, TV, and cable systems are able to receive a National Periodic Test (NPT) code message from the FEMA Integrated Public Alert and Warning System (IPAWS) and broadcast the test message. The test message will be the same as previous EAS test messages, with the word “national” added to the message: “This is a national test of the Emergency Alert System. This is only a test..." The test is designed to occur during the state’s regular monthly EAS test conducted by state officials and broadcasters in the six New England states. It is designed to have limited impact on the public, with only minor disruptions in radio and TV shows.
Participation in the September 16 test is completely voluntary for radio and TV stations and cable operators. There is no Federal Communications Commission liability for stations that choose not to participate. The test is a cooperative effort to ensure that communication channels are available, working and ready to deliver alerts and warnings to the public when an emergency occurs in the six states.

Governor Orders Flags To Be Flown At Half-Staff on September 11, 2015

09/11/2015 08:42 AM EDT

AUGUSTA - Governor Paul R. LePage has directed State of Maine flags to half-staff on Friday, September 11, 2015 in honor of the innocent victims, first responders and service members who lost their lives in the tragic terrorist attacks 14 years ago and ensuing conflicts. The United States flag should also be lowered to half-staff.

"It is important to set aside this day of observance recognizing the sacrifices of those who were injured or killed as a result of the terrorist attacks on September 11, 2001," said Governor LePage. "Maine salutes these heroes, their families, our nation's first responders, and the dedication of our veterans and current military members. The freedom that we Americans enjoy is so rare for the rest of the world, and it is constantly under threat; we must not abandon it. We must never forget. My heart goes out to those who lost loved ones on this very tragic day."

The President has proclaimed Friday as Patriot Day and National Day of Service and Remembrance and has ordered the flag of the United States to half-staff in honor of the individuals who lost their lives on September 11, 2001.

Maine DHHS Works to Reduce Rate of Drug-Affected Babies

Conference to be held Sept. 30 in Portland

AUGUSTA - On Wednesday, September 30, The Maine Department of Health and Human Services' (DHHS) Office of Substance Abuse and Mental Health Services (SAMHS) and Office of Child and Family Services (OCFS) will host a Substance Use and Pregnancy Conference in Portland to discuss the impact of prenatal substance use, how to prevent it, and ways to support families. Clinicians, counselors, support services representatives, and other treatment providers from around the state are encouraged to attend, and will receive a certificate upon completion.

"Children are Maine's most precious resource, and it is one of my most important obligations to make sure they have the opportunity to experience happy, healthy childhoods," said Governor Paul R. LePage. "We have to get a handle on the drug epidemic ravaging our young people in Maine. The damage it's doing to our babies and children is the worst symptom of this scourge."

According to Maine DHHS Commissioner Mary Mayhew, the number of reported drug-affected babies born in Maine increased from 178 in 2006 to 995 in 2015. In State Fiscal Year 2015, eight percent of all babies born in Maine were born drug-affected.

"With opiate abuse on the rise in Maine, we must develop ways to protect those who cannot protect themselves from the tragedy of heroin and other drug addictions," said Commissioner Mayhew. "Everybody in the health care system and in the community needs to be involved to prevent drug and alcohol exposure during pregnancy."

Dr. Mark Publicker will be the keynote speaker at the conference. Dr. Publicker has practiced addiction medicine for more than 30 years. He is the former president of the Northern New England Society of Addiction Medicine, past president of both the Virginia and Pennsylvania Societies of Addiction Medicine, and is the Editor-in-Chief of the American Society of Addiction Medicine magazine. Dr. Publicker is also a fellow of the American Society of Addiction Medicine and a diplomat of the American Board of Addiction Medicine.

In addition to the keynote address, conference workshop topics and speaker panel subjects include FASD diagnosis and intervention strategies, women and substance use-a criminal justice perspective, collaborative care for women with substance use disorders, and others.

Alcohol use during pregnancy is the leading known cause of preventable birth defects. According to the Behavioral Risk Factor Surveillance System, in 2012, 13 percent of pregnant women in Maine had consumed alcohol in the month before the survey and three percent reported binge drinking.

The conference will be held at the Seasons Event and Conference Center in Portland, with registration beginning at 7:30 AM. For more information, visit https://raceroster.com/events/2015/6285/substance-use-and-pregnancy-conference . Media interested in attending any portion of the conference may contact David Sorensen at DHHS. Providers and others interested in attending may contact Nikki Busmanis at Nikki.busmanis@maine.gov or (207) 287-2816.

The Department will no longer be mailing the permits or transportation tags. The Department suggests that permit winners write down their permit number and keep the number with their hunting license so it is readily available when needed at the registration station.
