LEBANON MAINE SELECTMEN'S MEETING 9/24/15

 

After a few mishaps, we finally have a new video for you all!!

Due to erroneous total numbers, while filming the Selectmen's Meeting figuring out the tax MIL rate, the numbers came out incorrectly. It was our personal choice to omit that video to eliminate confusion as to the correct MIL rate for 2015 Lebanon taxes.

The following meeting, Deborah, who usually video tapes, had a medical procedure and was unable to attend the meeting. Although Sandy tried her best to bring you the video, she was unsuccessful in her first attempt and the meeting video was not correctly recorded.

So after a brief leave of absence, we have recorded the Selectmen's Meeting of Thursday 9/24/15 for you.

The minutes of the missing meetings will be available after a reasonable time, by requesting them at the Lebanon Maine Town Office, 15 Upper Guinea Road, Lebanon.

We're sorry for the inconvenience of the missing video, but sometimes life just throws you a monkey wrench that way!

 

ON to the 9/24/15 Meeting Video....

 

In part 1 of the Thursday, 9/24/15 video, we see Selectmen's Assistant Sue Collins distributing information from the Lebanon Maine Planning Board regarding their wording of ordinance proposals to be submitted for the November 3, 2015 Town Ballot. Selectman Thompson states that the Planning Board will be in attendance at the Monday, September 28, Board of Selectmen's meeting in order to go over the ordinances.

Also in attendance at the September 28th meeting, will be Town Clerk Mandy Grenier and Town Code Enforcement Officer Mike Beaullieu as they also present the final wording on their proposed Festivals and Events Ordinance prior to inclusion on the November 3 ballot.

A few tax abatement requests have come into the Board of Selectmen already, and are discussed on this portion of the video.

In part 3 of the Board of Selectmen's Meeting Video of 9/24/15, the Selectmen process several purchase orders for unknown requests.

Selectman Thompson discloses that the updated Town of Lebanon website should be (and at the time of writing IS) up and operational, on September 25, 2015.

Residents are encouraged to go and check out the new site as it is user-friendly and will grow to include much more information than the previous site was cable of.

Lebanon Maine Truth Seeker Deborah Wilson relates several questions to the Board for answers.

The first question was from a Sewell Shores Road resident who had asked when they would be able to view the formal minutes from the September 17 meeting, when two Sewell Shores Road residents had appeared before the Board of Selectmen to ask question regarding taxing of waterfront properties. Selectman Thompson had the minutes from 9/17 in front of him, as submitted by Sandy Adams, and was making a few corrections to them. Ms. Adams will complete the requested changes and submit them again, and Select Board Chairman Thompson believes they should be available at the Town Office for public review by Thursday, October 1, 2015.

The second resident's question came from Chris Gilpatrick, who had stated that he had seen Road Commissioner Torno leaving Train's Tavern parking lot on September 23 during working hours, riding on his personal farm tractor. Mr. Gilpatrick had wondered if the Board was aware of Mr. Torno's activities, and questioned whether the Road Commissioner was working on the Town's payroll and working on a private venture at the same time.

and Select Board Chairman says that Mr. Gilpatrick's concerns have been "Duly Noted".

While still being recognized by the Board, Ms. Wilson takes a moment to thank all three of the Selectmen for their help in getting ready for the rededication ceremony for the Blaisdell Corner Fire and EMS station on Carl Broggi Highway. Ms. Wilson reports that the signs around the building have been removed by Chris Kelly of C & C Signs, a new business in Lebanon, and are in the process of being reworked.

At 4:15 pm, Deputy Clerk Christine Torno arrives to address the Board of Selectmen and hand in her written resignation from Town of Lebanon employment, giving 2 weeks notice of her intention to leave her job. Selectman Thompson asks her if she would like to enter into Executive Session with the Board to discuss her resignation, but Ms. Torno declines the need to do so. The Board reacts with a few moments of silence, clearly stunned, and Ms. Torno has to ask several times for the Board to acknowledge her resignation and accept it on behalf of the town. The Deputy Clerk gives no public reason for her departure other than, "It's time to do something else". Motion is made by Select Board Chairman Thompson to accept the resignation of Christine Torno as Deputy Clerk for the Town of Lebanon. Motion is seconded by Selectman Heath and the Board votes with Thompson and Heath in favor and Selectman Paul Nadeau against. Resignation of Christine Torno is accepted.

Town Treasurer Jeanette Lemay enters with paperwork for a special warrant to create a check for one of the previously discussed tax abatement requests. Paperwork is signed.

The fourth part of the unusually quiet evening Thursday evening meeting of the Lebanon Maine Board of Selectmen, there is discussion regarding the Special Amusement Permit Hearing for Train's Tavern. Questioning the Board on behalf of two residents who have asked for clarification of the date of this hearing, it is stated that the Special Amusement Permit hearing will be held as part of the regular Board of Selectmen's Meeting on Monday October 5, 2015, and anyone wanting to be heard on this permit should plan to be in attendance of that meeting.

The permit hearing had originally been scheduled to take place as part of the October 20th Town of Lebanon Public Hearing on the November 3, 2015 Town Ballot, however, the owner of Train's Tavern was unable to be in attendance on that evening and had requested the October 5th date.

During the meeting, Selectman Thompson received an e mail from Lebanon Fire and EMS Chief Dan Meehan saying that Lebanon Boy Scout Troop 369 were planning a Jamboree camping weekend in town, and had requested that a fire truck be on the premises. Selectman Thompson questions who would give a fire permit since Lebanon Fire Marshall Skip Wood had resigned from his duties as Fire Marshall effective October 1, 2015. There is acknowledgement that Lebanon Fire and EMS Chief Dan Meehan has had discussion with the State Fire Marshall regarding his being named as the Fire Marshall in Lebanon, but some question remains as to the status of that request and whether or not there will be a Fire Marshall available to issue the burn permit required for a campfire by the Scout Troop for their Jamboree camping weekend. Discussion continues, with Selectman Heath wondering whether or not the Boy Scouts should be allowed to request a fire truck to remain on scene, and where the money for now salaried Firefighters would fit into the Town's budget. Lebanon Maine Truth Seeker Deborah Wilson notes to the Board that this is not a money making venture request, but rather one from our Lebanon Boy Scout troop.

Wilson, as in past meetings, requests the Board to consider the creation of a Cemetery Committee for the town to oversee the upkeep and mowing of the town's many Veteran's Graves and Ancient Burial Grounds. Selectman Nadeau thinks that it's okay to wait for next year to think about the creation of a Cemetery Committee, although Wilson counters his thoughts by stating that waiting until July 2016 to create a Committee to oversee a 2016 mowing and care contract would be too little too late.

Selectman Nadeau does not think it is necessary to do at this time and when Wilson states to him that Lebanon is in violation of Maine State Law in their negligence and care, and reminds Mr. Nadeau that he is a Selectman elected by the people of Lebanon, Nadeau states that he will not be running again in the future as a member of the Board of Selectmen, to which Wilson answers that he has 3 more years in his current term.

Selectman Heath comes to Selectman Nadeau's rescue by moving to the telephone next to where Wilson is seated in order to make a telephone call to a property owner who has requested a tax abatement.

Selectmen Heath and Nadeau leave the office to go and view 2 properties that have submitted property tax abatement applications.

Part 5 of the September 24th Lebanon Maine Board of Selectmen's Meeting Video shows the return of Selectmen Heath and Nadeau from their viewing of properties where tax abatement applications have been processed, along with discussion of the properties and the calculations of abatement amounts. Selectman Thompson figures the numbers while Selectman Heath and Nadeau sit quietly by, without double checking amounts or helping the Chairman to compute the correct tax dollar amounts for the properties.

Selectman Nadeau makes his bi-weekly contribution to the meeting with his usual, "Ben, do you want a motion?", to which Selectman Thompson agrees that it is now time to do so.

Selectman Paul Nadeau makes a motion to adjourn the 9/24/15 meeting at 6:05 pm.

Saturday, July 11,
9 a.m. to noon,
at the Park and Ride
corner of Depot Road and Route 202 in East Lebanon.

Proceeds to benefit the Troop's camp scholarship fund.
Troop members will attend a week-long resident camp at Camp Hinds in Raymond next month.

 

 

 

Scouts and Residents Clean Lebanon Roadways, Enjoy a Hot Dog BBQ and K-9 Demonstration.

The Lebanon Maine Boy Scout Troop 369, sponsored by the Lebanon American Legion, hosted this year's Lebanon Clean Up Day today beginning at 9 am.
Teams of Boy Scouts, Girl Scouts, Pioneer Girls, and Adults took to the streets and back roads of Lebanon picking up debris for most of the morning.
Lebanon Boy Scouts and Cub Scouts who participated were; Andrew Merrifield, Ryan MacKenzie, Connor MacKenzie, Tyler MacKenzie, Eric Sirois, Dana Grover, Dakotah Grover, Kaden Fuda, Anthony Fuda, Colby Watson, Greg Sirois, Zachary Burns, Hunter Brown, Eli Teatrealt, Caleb Poulin, Kayden Spence, Ryan Upton, Colby Amidon, and Larry Abbiati.
The boys were grouped with an adult and a follow vehicle, Our thanks to Norm Sirois, Ryan Burns, Jake Teatreault, Veronica Poulin, Matt Amidon, Barry Spence, Kieth Merrifield, Jenn MacKenzie, and Adam Watson for being out there with our town's Scouts and working alongside your young men!!
Lebanon Girl Scout Troop 1908 were also in attendance with a good number of young ladies, who worked equally as hard!!
Lebanon Girl Scouts who participated were; Samantha Merrifield, Cammie Rose, Ella Shennett, and Hannah Barr, under the leadership of Scout Leaders Andrea Rose and Jennifer Merrifield.
We were also pleased to have two Lebanon Pioneer Girls working with the Scouts today!! Great job done by Marie Sirois and Sophie Teatreault.
There were also a group of younger siblings on hand, and for little folk, they did an amazing job!! Our thanks to Hali Fuda, Kristen Fuda, and Lily Watson.
The younger residents did an AMAZING job cleaning up all around the Lebanon Elementary School and the Hanson School. They raked and added mulch and picked up trash from the school grounds.
As we drove the back roads of town, we saw there were many who had left bagged debris on the side of the roads. Teresa Brooks and her husband Ed had come along to help, as did Sandy Adams and her son Jim.
Our thanks to the many residents who also went out and cleaned along the roads, leaving the rubbish neatly bagged by the roadside for pick up!
After cleaning up some of the major roadways in town, the group headed back to the Lebanon Town Office for hot dogs and macaroni salad. Grill Chef Selectman Ben Thompson and his Sous Chef daughter Summer did a wonderful job of keeping the dogs coming!
Around noon, the Lebanon Road Crew workers came with three trucks and drove the roads, picking up the bagged trash and larger debris, tires and construction debris and taking it all to the Lebanon Transfer Station.
A call to Transfer Station Head Man, Ronal Patch, at about 3:30 found that the Crew had already brought 3 full truck loads of trash, tires, and debris to the Transfer Station.
After the hot dog BBQ, the scouts were in for a surprise as their Scoutmaster, Norm Sirois had arranged to have Maine Game Warden Michael Coyne and Portland Police K-9 Officer Christian Stickney and his dogs arrive for a demonstration. Stickney who also trains dogs from his business, North Edge K-9 located in Gorham, Maine.  Mr. Coyne, who has done several cameo appearances with his dogs on the television show North Woods Law, also arrived with his dog. Coyne's dog, Sheba, a 3 year old Belgian Malinois, remained in his vehicle, but Officer Stickney did presentations with both of his dogs, Blaze, a 2 year old Belgian Malinios, and Tigger, a Bavarian Mountain Hound pup.

Adults and children alike sat mesmerized as Officer Stickney put Blaze through his paces, all the while speaking about his training, what police dogs are used for, and how important they are in finding lost children and in the protection of their human counterparts.
"He's with me more than my wife, more than my kids," said Stickney of his partnership with Blaze. "I trust him with my life. I know he'll be with me. Even more than other Police Officers as he doesn't understand fear or failure."
Stickney's commands to his K-9 partner are issued in Dutch. But he assured the children that even if a criminal knew the Dutch language and was yelling commands at the dog, "he would only listen to me, I'm sure of that."
Tigger, the Bavarian Mountain Hound was brought out to sniff the woods and lawn and get some pets and adoration from all the residents. According to Stickney, there is only one other Police Tracking Hound in Maine and he is up in the northern areas. Tigger is one of two in the State, "And Tigger is the only Mountain Hound", he added with pride. Tigger comes to Stickney, his family, and his Department from Berlin Germany.

The Officer than showed the gathered children important parts of his uniform, and his vehicle. There is a button on his uniform and if he pushes it, the passenger side rear door of the vehicle opens, releasing Blaze. "He knows that if that door opens and I'm not there, I need him and he has to find me", said Stickney. He also demonstrated the "heat sensor" on the cruiser that sounds a siren, turns on the lights, and opens the windows should the engine fail and the temperatures become too hot inside the vehicle for the dogs.

Lebanon Boy Scouts and Girl Scouts Come Together to Host Lebanon Clean Up Day on Saturday June 13.

Lebanon Maine Boy Scout Troop 369 and Lebanon Maine Girl Scout Troop 1908 will head up the Lebanon Maine Clean Up Day, tomorrow beginning at 9 am at the Town Office Building, 15 Upper Guinea Road in Lebanon.
Boy Scout Leader Norm Sirois has other children's civic groups contacted and we're expecting a lot of young folks, their parents, and follow vehicles.
Scouts will be sent out in groups of 4 or 5 with an adult and a follow vehicle, cleaning up the roadways in town.
Rt. 202, Carl Broggi Highway, will not be cleaned by the Scout troops as there have been concerns about crews working along Rt 202 and the heavy traffic this weekend mostly attributed to the fact that this is Bike Week in Laconia, NH and Rt. 202 is a major route for motorcyclists coming from points in Maine and heading through to Laconia.
Lebanon residents are encouraged to get out on the roadsides along their own properties, and along vacant stretches of roadside in town and bag up trash, leaving the bags tied along the roadside. This day is for roadside debris only and residents are asked not to include their yard debris and household trash in the debris pick up.
Newly appointed Road Commissioner, Tom Torno and the Lebanon Road Crew will be canvassing the town's roadsides between 1 pm and 3 pm, picking up the bagged litter and bringing it to the Lebanon Transfer Station. Residents are encouraged to have their roadside trash bagged and ready for pick up by 1:00 PM as the Road Crews will only be making 1 pass down each roadway in town.
After the roadways are cleared of debris, all who helped are invited back to the Town Office for 1:00 pm to a Hot Dog BBQ hosted by the Scout Organizations.
Norm Sirois, Scoutmaster for Boy Scout Troop 369, has also been in contact with North Edge K-9 from Gorham who have graciously agreed to bring some of their trained K-9 dogs down and put on a demonstration for us!!
There will be signing of Community Service paperwork for Noble High School students toward their graduation goals.
Schoolhouse Ice Cream will also gift all of the workers with a certificate for a free kiddie sized ice cream cone!!
Many thanks to Selectman Ben Thompson who has agreed to let us use his grill and propane for the day and to keep the Town Office restrooms available, to Butch, Tony, Nancy, and Scott of Welch's Hardware for donations of garbage bags and rubber gloves, to Big Lots for the donation of garbage bags, to Hannaford's Supermarket for the hot dogs and rolls, to Market Basket for the donation of macaroni salad, and to the Lebanon Truth Seekers for the donation of bottled water to keep our hard workers hydrated!
Thank you to the Lebanon Road Commissioner for working with us on a date that we were all available to come together and to his Lebanon Road Crew who will be donating their hours for the afternoon debris pick up.
Thank you to the Lebanon Transfer Station Crew for letting us bring the roadside debris to the Transfer Station on Saturday afternoon. And to the Lebanon Board of Selectmen for opening the Town Offices for restroom facilities and for the use of the Town Office lot for our BBQ.

Lebanon Maine's Beautiful Memorial Day Services Held at Town Office.

What a beautiful day for rememberance!!
Memorial Day 2015 in Lebanon Maine started off absolutely stunning, the sun was shining, the temperatures were warm, a nice cooling breeze was wandering across the town, and about 50 people had gathered at the Lebanon Town Office on Upper Guinea Road, awaiting the American Legion and the Boy Scouts to come marching down the road to begin the day's somber rememberance services.
A murmur came over the crowd as someone spotted the group marching toward the Town property just after 11 am.

 

 

 

 

 

How proud to see so many youngsters from town participating in the day's services. You have to give kudos to the Scout Masters and the parents for involving their children in town events, and in such a somber remembrance service. GREAT job by the Lebanon Boy Scouts and Lebanon Girl Scouts!! Thank you for all dressing in your Scout Uniforms and coming to represent your community's young people!!

 

 

Scouts and American Legion Members lined up across the front of the ceremony to for the day's observances.

The services were started with the playing of The United States National Anthem, "The Star Spangled Banner", with which many people heartily sang along. 

Don Lovely of the Lebanon, Maine American Legion Post, acting as Master of Ceremonies, introduced Brother Dave Johnson from the Grace Baptist Church in East Rochester, who led the opening prayer and then Lebanon Fire and Rescue Department's Chief, Daniel Meehan, dressed in the period costume of a Civil War Union Soldier provided a message about the History of Memorial Day. The American Legion's Don Lovely, then shared a statement of remembrance with the community which was heartfelt, also remembering to thank the families of those who had given the ultimate sacrifice and reminding us all of their complete loss and sacrifice. 

 

 

 

 

 

Civil War canons provided the Canon Salute, (3 volleys) and the wreath was laid at the Civil War Memorial honoring the Lebanon men who did not come home from war, by members of the American Legion Post.

 

 

 

 

 

 

 

The Flag over the Lebanon Town Office was risen to glory, and then lowered to half staff to commemorate the observances of the town in remembering our war dead, while Taps was played on an audio DVD player. A moment of silence was observed as the American Legion and Scout organizations stood at attention saluting our flag.

 

Also in attendance of the morning's services were The Lebanon Voice's, Harrison Thorp, Selectman Royce Heath, Candidate for Lebanon Selectman Corinna Cole, and State Representative Karen Gerrish.

Lebanon Clean Up Day Scheduled for June 13th, 2015

There have been may asking when Lebanon Clean Up Day will take place this year.
Actually, it's going to be a little later than usual.
Harrison Thorp of The Lebanon Voice has been spearheading this event, however due to an illness of his life's partner, he's unable to coordinate this year. However, he's been awesome about offering his help in getting donations and in providing contacts.
Norm Sirois, Scout leader for Boy Scout Troop 369 has stood up and offered to coordinate with groups of people willing to volunteer.
At this time, Norm has commitments with his Troop throughout the month of May as they travel to NY for the West Point Camporee, and then a planned trip to hike in the Belknap Mountains.
Tom Torno, Road Supervisor has pledged his group's help, but they were unable to do it on the requested date of June 6th due to a wedding that will be taking place that day that all of the guys are going to.
So, in light of the fact that the Boy Scouts and the Roads Crew are both very busy groups, we've all settled on June 13th. Clean up crews will be in groups of 4 or 5 with follow vehicles behind them with flashers on. Adult volunteers will be responsible for picking up anything that is deemed "sharp" or "hazardous" and placing in a special container.
Norm and his Boy Scouts have committed to 4 or 5 groups, with follow vehicles, the Pioneer Girls are offering 1 additional group, and the older Girl Scouts, under the leadership of Andrea Rose, have offered another 2 groups.
Volunteers will meet at the Lebanon Town Office at 9 am and after some brief instruction and handing out bags and rubber gloves, the groups will be hitting targeted areas as identified by the Selectmen and Road Crews.
Residents are asked to clean up the roadsides near their homes and leave the bagged debris by the side of the road. Lebanon's Road Crews will hit the streets from 1 pm to 3 pm and pick up all the bags and bring them to the Lebanon Transfer Station. It has been requested that any cans be bagged separately in clear plastic bags for donations to Boy Scout Troop 369.
At 1 pm, all groups will finish up their assigned areas, and will return to the Lebanon Town Office  on Upper Guinea Road for a barbecue of hot dogs and hamburgers. Residents are encouraged to attend. There will be Appreciation Certificates for the groups who volunteered their time, and anyone volunteering who has Community Service hours that need to be completed toward Noble High School Graduation can have paperwork signed for doing their part!!
Road Crews will pass down all the streets of Lebanon looking for bagged trash left on the side of the road and will be picking up between 1 pm and 3 pm on June 13th. They will pick up discarded items clearly picked up out of the woods and beside the streets, and then join us at the school afterward.
There are a few requests from the Board of Selectmen this year.
1. Please do not head out onto Route 202. This is a State Road and the State is required to keep that as clean as possible. Last year there were many folks out walking Rt. 202, and the traffic became a problem as motorists slowed and had to go out and around clean up crews.
2. Please do not send children and teens out on the roads without a follow vehicle. If your children are not part of an organized group, please be sure there is a responsible adult with them and that you speak to them about what NOT to pick up. Children or young teens should NOT be picking up broken glass, and please show them what drug sharps look like and have them contact a responsible adult IMMEDIATELY if anything like that is seen.
3. Please do not clean your yard and leave the trash for the Road Crew to pick up. This event is NOT for getting rid of your private stash of old tires, or old living room furniture, it's about cleaning up the roadsides in town.

This is a fairly new group in town, with the backing of the American Legion as their sponsoring agency.  This group is doing some amazing things with the young men of Lebanon and we can't be more proud of this great group of young men.
